MAD Fold-in Solution

After thinking more about the "Alfred E. Neuman" possible solution for the Z13, I wondered if the Z32 could be a MAD magazine "fold-in."  I looked through the Z32 for matching symbols that were both forward and backward:

Both the F and J show up as viable options since their symbols show up between the RADIANS symbol and the DISTANCE symbol.  The J symbol gives a radian amount higher than 12 (a full circle would be 12 according to the map), so the F symbol is the most likely.  The F symbol also falls beside the full triangle, which looks like a mountain and beside the radians symbol.  "F" could also stand for FOLD.

Using the "F" as the fold, the RADIAN symbol falls as #8 and the DISTANCE symbol falls as #19.  This puts the location from Mt. Diablo as 8 "radians" and 19 miles.

Accounting for magnetic north and the Phillips 66 map not being to true north, along with using the scale from the map gives a location close to the Port of Oakland:

With each "radian" having a tolerance of ±15°, the point of interest actually could be anywhere from Berkeley to Oakland/Alameda, but since he is so specific with his radian scale, the point of interest is probably close to this line.

Here's another interesting thing about this MAD fold-in.  Look at the letters around the "F's":

The letters AMD are at the center...and with a little rearrangement look like MAD.

And, honestly, if you look at this long enough, it looks like CALIFORNIA DMV VEHICLE PW.

Did the killer work at the Port of Oakland?  Did he drive trucks from the port, thus allowing him access to all areas of the Bay Area?  Did he work for the DMV?  Did he work for Public Works (PW)?

I've tried posting to Reddit, but my account must be too new because as soon as I post a link to my solution, it removes it.
